Selected Private Sector Engagements
BROADBAND FUNDING
Carol serves as a trusted advisor to a number of companies that were winning bidders for more than $115 million in funding in the FCC's Rural Digital Opportunity Fund Phase I auction, assisting them in navigating the complexities of the federal funding process from the initial application through funding authorization. She also successfully represented each of them in obtaining Eligible Telecommunications Carrier designation from the relevant state public utility commission, or the FCC. In addition, she has advised a number of other winning bidders on specific issues relating to RDOF.
Carol previously assisted several incumbent telecommunications carriers in their successful effort to secure a multi-million dollar increase in funding for broadband deployment over a ten-year period from the FCC's Connect America Fund.
REGULATORY STRATEGY
Carol has advised multiple clients on strategies to achieve desired regulatory outcomes at the federal and state levels, with a particular focus on funding programs for broadband deployment.
SUBJECT MATTER EXPERT
Carol has served as a expert witness in state regulatory proceedings and other matters involving state and federal universal service funds.
REGULATORY DUE DILIGENCE
Carol frequently advises investment firms regarding the FCC's Rural Digital Opportunity Fund, other FCC universal service programs, state and federal broadband funding programs, infrastructure legislation, and FCC regulatory developments.
REGULATORY COMPLIANCE
Carol consults on compliance issues for clients, assisting them in developing policies and procedures to comply with federal and state laws and regulations. Her philosophy is to share knowledge and expertise with clients so that they can operationalize best practices for the provision of voice and broadband services.
She has advised more than twenty companies on FCC universal service contributions compliance issues and has assisted several FCC Universal Service Fund contributors in responding to audit inquiries.
TRAINING
Carol has delivered numerous educational training sessions regarding the FCC, the FCC's Universal Service Fund, and the communications regulatory landscape.
Selected Government Experience
NATIONAL BROADBAND PLAN
Carol authored the universal service recommendations in the FCC’s Connecting America: The National Broadband Plan submitted to Congress in 2010.
CONGRESSIONAL TESTIMONY
Carol has testified before both the U.S. Senate and the House of Representatives.
INTERACTIONS WITH STATE PUBLIC UTILITY REGULATORS
Carol worked with state regulators on reforms to Lifeline, USF contributions, the high-cost program, and the definition of universal service.
BROADBAND OPPORTUNITY COUNCIL
Carol served as the FCC representative to the Broadband Opportunity Council, co-chaired by the U.S. Department of Commerce and the Department of Agriculture.
