Carol has served as a expert witness in state regulatory proceedings and other matters involving the Universal Service Fund.
REGULATORY DUE DILIGENCE
Carol has advised a number of private equity firms regarding regulatory issues impacting prospective acquisitions.
Carol has advised more than twenty companies on FCC universal service compliance issues. She assisted several USF contributors in responding to audit inquiries and advised both contributors and recipients on the development of policies and procedures to ensure compliance with USF requirements.
Carol has performed regulatory risk assessments focused on specific FCC rules for several telecommunications firms, providing recommendations on how to mitigate their risk exposure.
Carol has delivered numerous educational training sessions regarding the FCC and the communications regulatory landscape, both in-house and for firm clients.
Selected Government Experience
NATIONAL BROADBAND PLAN
Carol authored the universal service recommendations in the FCC’s Connecting America: The National Broadband Plan submitted to Congress in 2010.
Carol has testified before both the U.S. Senate and the House of Representatives.
INTERACTIONS WITH STATE PUBLIC UTILITY REGULATORS
Carol worked with state regulators on reforms to Lifeline, USF contributions, the high-cost program, and the definition of universal service.
BROADBAND OPPORTUNITY COUNCIL
Carol served as the FCC representative to the Broadband Opportunity Council, co-chaired by the U.S. Department of Commerce and the Department of Agriculture.
