REGULATORY STRATEGY

 

Carol has advised multiple clients on strategies to achieve desired regulatory outcomes at the federal and state levels, with a particular focus on the FCC's funding programs for broadband deployment.

BROADBAND FUNDING 
 

Carol assisted an electric cooperative’s broadband subsidiary in obtaining eligible telecommunications carrier designation from the FCC, a necessary prerequisite to obtaining authorization to receive over $28 million in Connect America Fund Phase II auction funding over a ten-year term for broadband deployment from the FCC. 

Carol has assisted several incumbent telecommunications carriers in their successful effort to secure a multi-million dollar increase in funding for broadband deployment over a ten-year period from the FCC's Connect America Fund.

SUBJECT MATTER EXPERT

Carol has served as a expert witness in state regulatory proceedings and other matters involving state and federal universal service funds.

REGULATORY DUE DILIGENCE

Carol has advised investment firms regarding the FCC's upcoming Rural Digital Opportunity Fund, the Connect America Fund and other FCC regulatory developments. 

REGULATORY COMPLIANCE

 

Carol has developed a comprehensive compliance manual for recipients of Connect America Phase II auction support.

 

She has advised more than twenty companies on FCC universal service contributions compliance issues and has assisted several FCC Universal Service Fund contributors in responding to audit inquiries.

TRAINING
 

Carol has delivered numerous educational training sessions regarding the FCC, the FCC's Universal Service Fund, and the communications regulatory landscape.

Selected Government Experience

NATIONAL BROADBAND PLAN

Carol authored the universal service recommendations in the FCC’s Connecting America: The National Broadband Plan submitted to Congress in 2010.

 

CONGRESSIONAL TESTIMONY

Carol has testified before both the U.S. Senate and the House of Representatives.

INTERACTIONS WITH STATE PUBLIC UTILITY REGULATORS

Carol worked with state regulators on reforms to Lifeline, USF contributions, the high-cost program, and the definition of universal service.

BROADBAND OPPORTUNITY COUNCIL

Carol served as the FCC representative to the Broadband Opportunity Council, co-chaired by the U.S. Department of Commerce and the Department of Agriculture.
